Research on UIC International Railway Standards Design of High Speed Railway

中国铁路标准国际化有利于将中国高速铁路标准合理上升为国际标准,是提升我国铁路世界话语权、推动铁路建设、技术、装备“走出去”的重要举措。《高速铁路设计》系列标准是国际铁路联盟(UIC)推出的、中国主持编制的高速铁路标准,在介绍高速铁路设计系列标准的编制背景、编制程序以及主要内容结构的基础上,阐述系列标准系统性、基础性、包容性、指导性、协调性的特点,对比国内外高速铁路设计在主要技术标准上的异同点,分析标准编制中我国高速铁路科学理念与先进技术的体现。研究结果表明,UIC《高速铁路设计》系列标准的制定是推动中国铁路标准国际化的重要实践,主动参与编制国际标准,在国际标准中融入中国高速铁路标准,对于提升中国铁路国际影响力、促进世界高速铁路发展具有重要意义。

The globalization of China railway standards helps national railway standards to become international railway standards.It is an important method to improve the international standing of China railway and promote“going out”of China railway construction,technology and equipment.The Design of High Speed Railway series standards are high speed railway standards proposed by the International Railway Union(UIC),and compiled and presided over by China.Based on the introduction of the background,drafting process and main content and structure of the series standards,this paper expounds the systematic,basic,inclusive,instructive and compatible characteristics of the series standards,compares the similarities and differences in the main technical standards between foreign high-speed railway design standards and Chinese versions,and analyzes the reflection of the scientific concept and advanced technology of China's high-speed railway in the compilation of UIC standards.The research results show that the formulation of UIC The Design of High Speed Railway series standards is an important practice to promote the globalization of China railway standards.The international influence of China's railway is enhanced by participating in international standards actively and integrating China high-speed railway standards into international standards.
