淮安市应急物流体系优化研究

Research on the Optimization of Emergency Logistics System in Huai'an City

作为应急物资保障体系的重要组成部分,应急物流体系在各类突发公共事件中发挥着举足轻重的作用。新冠疫情发生后,淮安市对应急物流体系进行了一定的改善,但是仍然存在基础设施建设相对滞后、组织机制不健全、应急物资储备系统不合理、应急物流信息化程度低、应急物流人才缺乏等问题。为进一步优化淮安市应急物流体系,文章提出了完善应急物流基础设施、优化完善政府应急物流管理机制、加强应急物资储备体系建设、构建基于区块链的应急物流信息系统、加快建设应急物流专业队伍等措施。

As an important part of emergency material support system,emergency logistics system plays a pivotal role in all kinds of public emergencies.After the outbreak of the new epidemic,Huai'an city has improved the emergency logistics system to some extent,but there are still some problems,such as lagging infrastructure construction,imperfect organizational mechanism,unreasonable emergency material reserve system,low degree of emergency logistics informatization,and lack of emergency logistics talents.In order to further optimize the emergency logistics system of Huai'an city,this paper proposes to improve the emergency logistics infrastructure,optimize and perfect the government emergency logistics management mechanism,strengthen the construction of emergency materials reserve system,build emergency logistics information system based on block chain,accelerate the construction of emergency logistics professional team and other measures.
