摘要
新发展阶段背景下,研究如何提升西藏农牧民工转移就业能力对于加强供给侧结构性改革,推动西藏产业结构转型升级,逐步缩小与内地发展差距,具有较强的现实意义。本文在对西藏农牧民工就业能力提升与产业发展关联性进行分析的基础上,进一步厘清农牧民工转移就业能力与西藏产业转型升级的差距,提出产业转型升级视角下西藏农牧民工转移就业能力提升模式:构建技能形成体系,加强西藏产业工人培育;完善公共就业服务体系,护航农牧民工的择业就业;增强企业主体意识,推动农牧民工培训的供给侧改革;加大政策宣传力度,逐步完善政策支持体系;健全转移就业法律制度,提升农牧民工法律素养。
Studying of improving transferred employability of Tibetan farmers and herdsmen is of great practical significance in the new stage of development for strengthening the supply-side structural reform,promoting the industrial transformation and upgrading in Tibet,and gradually bridging the development gap between Tibet and other provinces of China.Giving primary analysis of the correlation between the employability improvement of Tibetan farmers and herdsmen and industrial development,this paper further explains the gap between the employability of farmers and herdsmen and industrial transformation and upgrading in Tibet.It is proposed to construct a skill-forming system to strengthen the training of industrial workers in Tibet,improve the public employment service system to ensure proper employment to farmers and herdsmen,enhance the consciousness of enterprises to promote the supply-side reform for the training of farmers and herdsmen,promote policy publicity to improve the policy-support system,perfect the legal system for transferred employment to enhance the legal literacy of farmers and herdsmen workers.
