大数据技术的崛起,有力地推动着城市治理模式在治理理念、治理方式、治理结构等方面向精准化、智能化和“去中心化”方向转型升级。在现阶段,大数据技术作为生产力的重要组成部分,全面参与了城市生产关系的变革,成为推进城市治理体系和治理能力现代化的重要驱动力,同时,这种基于大数据技术的城市治理也存在着将一切抽象为数据同一性的“抽象统治”风险。在此意义上,通过规制和赋权来有效克服大数据“抽象统治”背后的算法异化逻辑,将复归人自身落实为城市美好生活的价值旨归,就能为“社会主义新计划”下未来城市的善治提供一种技术上的可能性。

The rise of big data technology has effectively promoted the transformation and upgrading of urban governance model to precision,intelligence and“decentralization”in terms of governance concept,governance mode and governance structure.At present,as an important part of productivity,big data technology has fully participated in the transformation of urban production relations and become an important driving force to promote urban development.This kind of urban governance has the risk of“abstract rule”that abstracts everything into data identity.In this sense,the algorithm alienation logic behind the“abstract rule”of big data effectively overcome through regulation and empowerment,will return to people themselves as the value purport of better urban life,and provide a technological possibility for the governance of future cities under the“new socialist plan”.
