摘要
在长三角一体化背景下,区域人才集聚已取得明显成效,主要表现出格局多极化、方向多样化、流动阶梯化等演化态势。但由于经济发展不均衡、产业布局同质化、共享平台欠完善以及公共服务未统一等因素的制约,长三角依然存在人才集聚空间不均衡以及人才与产业结构适配失衡等问题。因此,“十四五”时期,长三角应以“共商、共建、共管、共享”为指导思想,以产才融合为导向,加强人才一体化的顶层设计,根据区域的资源禀赋,推进产业错位发展;建立健全人才一体化的“共引、共育、共用、共服”协同机制,从而促进人才链、产业链、资金链和创新链的深度融合,构筑产才结构互补的区域创新分工格局,提升区域的“产—才—城”适配度,从而为高质量一体化发展提供坚实的人才支撑。
In the context of the integration of the Yangtze River Delta,regional talent gathering has achieved remarkable results,mainly showing the evolutionary trend of multi-polarization,diversification of directions,and stepped mobility.In the“14th Five-Year Plan”period,the Yangtze River Delta should follow the guiding ideology of“co-consulting,co-construction,co-management,and co-sharing”,and focus on the integration of industry and talents,strengthen the top-level design of talent integration,and promote the development of the Industry dislocation development.It is necessary to establish and improve the coordination mechanism of“co-introduction,co-education,co-sharing and co-serving”of integrating talents,so as to promote the deep integration of the talent chain,industrial chain,capital chain and innovation chain,and build a divisional pattern of regional innovation with complementary industries structures and talent structures.
