海上溢油事故双目标应急物资调度模型 被引量:11

摘要 为满足海上溢油事故发生后的应急物资需求,最大程度减少事故带来的损失,根据海上溢油应急物资调度的特点,构建基于应急物资需求量和调度时间模糊不确定下应急成本最小和延误时间最少的双目标调度模型。引入三角模糊函数描述应急物资调度中物资需求量和调度时间的不确定性,构建模糊环境下溢油事故点对应急物资应急成本最小和应急延误时间最少的双目标模型,利用遗传算法求解,并通过算例分析证明了该方法的有效性。结果表明,三角模糊数能很好地表征调度中物资需求量和时间的不确定性及模糊属性,确定的调度方案能为海上溢油事故发生时应急物资调度提供决策依据。 This paper intends to propose a dual-objective scheduling model in hoping to achieve the objective of the least emergency cost and the delay time to meet the demands for emergency materials after the marine oil spill accidents and minimize the loss and damage likely to be caused by the marine accidents. As is well known,due to the complicated nature of the marine environment,oil spills drift and spread over time as a result of the marine oil spill accident or disaster,the material supply should be made to meet the needs both of the initial accident site and the likely novelty accident site due to the spill spread. Therefore,the minimum emergency cost and minimum emergency delay are often needed for the emergency materials dispatching. As a concept of"rescue resource pack,"it has been first introduced to describe the emergency material combination unit invested into the marine oil spill accidents. And,then,an emergency material dispatching model has been brought about with the minimum emergency material cost and the emergency delay time developed based on the principle of the multi-objective optimization. Nevertherless,due to the uncertainty of the disaster information,such as the scale of the oil spill at the initial stage of an accident,it would be difficult to determine the emergency materials demand and emergency time in a timely urgent manner. To solve this problem,the triangular fuzzy function has been introduced to describe the uncertainty of the emergency material demand and scheduling time,which is characteristic for representing the uncertainty information and fuzzy attributes by its membership function. And the next,the GAMULTIOBJ function has to be improved by the application of the multi-objective optimization algorithm based on NSGA-Ⅱto solve the established model. And,finally,the effectiveness of the method can be verified by a numerical example. The result of our above study may imply that the determined model and the methods for salvation can be taken as qualified enough to provide the practical,feasible and efficient optimization solutions for the effective dispatching of the emergency supply in the early stage of the marine oil spill.
