摘要
进口非特殊用途化妆品备案工作是国务院"证照分离"改革的重要事项,上海在2017年率先开展备案试点工作。结合日常工作,对几年来进口非特殊用途化妆品备案资料检查中遇到的常见问题进行汇总分析,从加强企业主体责任、提高监管效能、构建社会共治等方面对后续备案工作的开展和资料检查提出建议。
The filing of imported non-special use cosmetics is an important issue in the reform of"separation of certificates and licenses"of the State Council.Shanghai took the lead in carrying out the pilot filing in 2017.Combining with the daily work,this paper summarizes and analyzes the common problems encountered in the data inspection of imported non-special use cosmetics in recent years.From the aspects of strengthening the main responsibility of enterprises,improving the supervision efficiency,and constructing the social co-governance,it gives suggestions to follow-up development of filing work and information review.
