摘要
经费运行科学高效是提高世界一流大学建设成效的重要因素。对近十年16所美国公立世界一流大学经费运行机制的研究发现:经费筹措存在多元化和差异性,科研项目收入、附属单位收入、学费和政府拨款是主要经费来源,医院服务收入、投资收益和教育活动收入等是校际经费差异的主要原因,捐赠收入与大学影响力关联度高;经费支出倾向人才培养、科学研究和公共服务,教学与研究支出均衡,学术支持和辅助经营也是支出重点。在经费运行影响因素中,大学治理模式与资源依赖关系会影响经费运行能力和效益。
Scientific and efficient financial operation is an important factor to improve the construction effect of world-class universities.Based on a research on the financial operating mechanism of 16 American first-class public universities,it is found:revenue has diversification and diversity,income from scientific research projects,affiliated units,tuition and government are the main sources;sales and service of hospital,investment income and sales and service of education are the main reason for the revenue gap between universities;the donation income is highly related to the influence of the first-class universities;the expenditure tends on talent cultivation,research and public services,the expenditure on teaching and research is balanced,the academic support and the auxiliary operation are also the key allocation choices.Among the factors,the governance mode and resource dependence of universities will affect the ability and efficiency of financial operation.
