田园综合体建设:实践探索与路径选择——以兰州市榆中县李家庄为例

Practical Exploration and Path Choice of Rural Complex Construction:Taking Lijiazhuang Rural Complex Construction Pilot Project in Yuzhong County,Lanzhou City as an Example

实现乡村振兴是我国在新时代破解“三农”问题的国家战略,对构建现代化经济体系和实现农业农村现代化具有重要意义。作为协同推进生产、生活和生态一体化建设以及促进乡村第一、二、三产业实现深度融合的重要载体,田园综合体项目建设能够为乡村振兴战略加快实施提供有效的实践平台和重要模式借鉴。通过深入实地调研和典型案例研究发现,以甘肃省榆中县李家庄村为代表的欠发达地区乡村田园综合体试点项目建设对于改善乡村生态环境、推进产业转型创新、加快农村社会进步和城乡融合发展目标实现等诸多方面具有重要的正向引领作用,但其在试点实践过程中仍然存在资金投入不足、投融资模式和专业人才缺乏、自我发展能力不足等约束因素和难点障碍。未来时期,更多类似李家庄田园综合体的项目建设需要瞄准产业、人才、文化、生态和组织振兴等重点任务,坚持以习近平新时代中国特色社会主义“三农”思想为指导,通过田园综合体生态—经济—社会等多元效益更好发挥,实现农村生产力进步、农村业态模式创新和城乡融合发展水平的更大提升,从而为农业强、农村美和农民富的乡村振兴战略目标提供坚实基础和物质保障。

To realize rural revitalization is the national strategy to solve the“three rural issues”in the new era,which is of great significance to build a well-off society and a modern economic system in an all-round way.As an important carrier to promote the integration of production,life and ecology,and to push forward the profound integration of the first,second and third industries in rural areas,the construction of rural complex project can provide both an effective practice platform and an important model for accelerating the implementation of rural revitalization strategy.Through in-depth field research and typical case study,it is found that the pilot construction of Lijiazhuang rural complex in Yuzhong County,Lanzhou,Gansu has an important positive leading role in improving the rural ecological environment,promoting industrial transformation and innovation,accelerating rural social progress and achieving the goal of urban-rural integration development etc.The pilot construction process still has insufficient capital investment and industrial innovation,innovation of investment and financing mode and lack of professional talents.In the future,more projects such as Lijiazhuang rural complex need to focus on key tasks such as industry,talent,culture,ecology and organization revitalization.We must adhere to President Xi Jinping’s new socialist concept of“three rural issues”with Chinese characteristics,and make better use of the ecological,economic and social benefits of rural complexes,so as to achieve the integration of rural productivity,modern agriculture and urban and rural areas.The greater improvement of the development level will provide a solid foundation and material guarantee for the strategic goal of rural revitalization:stronger agriculture,more beautiful rural landscapes and more wealthy farmers.
