新疆旅游业发展:效率维度的考察

Tourism Development in Xinjiang:An Investigation of Efficiency Dimension

随着旅游兴疆战略的全面实施,新疆旅游业如何实现高质量发展已成为迫切需要研究的重要课题,而新疆旅游业效率与旅游业发达地区的差异问题更值得关注。该文以2013—2018年全国和西部地区旅游三大支柱行业效率和综合效率为参照系,使用DEA方法比较分析了新疆旅游业的效率情况。研究结果表明,近年来新疆旅游业综合效率呈现出上升态势,高质量发展特征已初现端倪,新疆旅游业三大行业对综合效率的贡献率在产业间和年际间都存在较大波动,因而效率发展不平衡、不充分。对此,该文提出要在全域旅游理念的指导下,依托新疆旅游资源优势,统筹协调相关行业建设,大力发展产业创新能力,以全面支撑新疆旅游业整体效率的提升,实现旅游业高质量发展。

With the comprehensive implementation of the strategy of revitalizing Xinjiang by tourism,how to achieve high-quality development in Xinjiang’s tourism industry has become an important issue that urgently needs researching.Especially,the efficiency and the differences between Xinjiang and those of the developed regions of the tourism industry are more worthy of attention.In this regard,this paper takes industrial efficiency and comprehensive efficiency of three major tourism pillar industries in whole China and the China’s western region from 2013 to 2018 as the reference frame,and uses the DEA method to compare and analyze the efficiency of Xinjiang’s tourism industry.The research results show that in recent years,the comprehensive efficiency of Xinjiang’s tourism industry has shown an upward trend,and the characteristics of high-quality development have begun to emerge.The contribution rate of the three major tourism industries to comprehensive efficiency fluctuates greatly between industries and between years,so the efficiency development is unbalanced and insufficient.Therefore,this paper proposes that,under the guidance of the all-for-one tourism concept and relying on the advantages of Xinjiang’s tourism resources,we should coordinate the construction of related industries,vigorously develop industrial innovation capabilities,and fully support the comprehensive efficiency of the tourism industry so as to achieve high-quality development of the tourism industry in Xinjiang.
