国家层面上汉语研究的战略眼光与创新思路--兼论国民语文能力是国家重要的软实力

The strategic and innovative ideas for studying Chinese language at a national level:Citizen's literacy being an important national soft power

国家语言战略事关国家兴亡,我们必须强化三大意识:1.国际化视野;2.现代化视角;3.科技化视点。在目前形势下,有十大任务特别需要引起我们高度重视,例如汉语大数据专类动态语料库的建设、面向全球的汉语网络教学(互联网+汉语)、汉语文化走向世界的途径与方法、互联网条件下汉语的变化与对策、汉语服务业与语言经济学的建立等。本文重点阐述“国民汉语水平的提升”,指出中小学语文教学的核心是培养学生的语言素质与语言能力,为此必须调整语文教学的核心理念与战略思路,并且建议在国家层面建立“汉语母语水平测试”机制。

The national language strategies are essential for a nation's survival and success.We have to raise our awareness of(1)the international vision,(2)the modernization perspective and(3)the technological view in formulating the national language strategies.Nowadays,ten tasks should be prioritized particularly,for example,building specialized dynamic corpora on Chinese language,teaching Chinese language online toward global learners,the spread of Chinese culture to the world,the changes of Chinese because of internet and the response,the formation of language economics and the Chinese language service industry,etc.This paper focuses on the issue of increasing the national Chinese competence.It points out that the core of teaching Chinese in primary and secondary schools is to cultivate students'language proficiency.Accordingly,the core ideas and strategies should be upgraded.This paper suggests developing a national test of Chinese proficiency for native speakers.
