“一带一路”战略与人力资源战略:语言文化能力金字塔

摘要 一带一路的发展战略与国家间合作战略,需要相应的人力资源战略与之配合。语言文化问题乃是人力资源战略的重要一环。本文提出了语言文化能力的金字塔模式,以及培养各层级、各纵线语言文化人才的培养策略。 One Belt and One Road(OBOR or一带一路)Initiative is an abbreviation for Sild Road Economic Belt(SREB or丝绸之路经济带)and 21 st Century Maritime Silk Road(MSR or 21世纪海上丝绸之路).As a model of cooperative development,it is the strategic brainchild of President Xi Jinping of P.R.China.Based on the bilateral or multi-lateral mechanism,and currently in-operation regional platforms,it will build an extensive network across Euro Asia Continent.It centers China,and links the Asia Pacific Economic Zone in the East and Euro Economic Zone in the West.Historically,the so-called Silk Road was a great corrido,connecting China with Central Asia,West Asia,and even Europe,for trading and cultural exchange.One Belt and One Road Initiative will reactivate these historic linkages,and cooperate with dozens countries along the corrido,form a multi-lateral community of political trust,economic interdependence,and cultural harmonization.One Belt and One Road Initiative requires the support of human resource and talent(HRT)strategy.The HRT may be characterized by progressive development and skill structure.The criteria for selection and deployment of the workforce shall not only include the skills of the target trades and positions,but also the capacity of language and culture.The language and culture capacity is a multi-facet construct of language communication,cultural understanding,and knowledge of history,geography,economy,and international politics.The building for such HRT workforce requires effort from all walks,such as the participating enterprises with the national and professional guidance,the National Educational Commission of China,and the National Language Commission of China,hence the need to coordinate with various universities and institutes,for teaching,research,and necessary resources,to ensure the required HRT supply to the required positions at the required time.The foreign language students and trainees should also be exposed to culture,science and technology,engineering,economics,etc.The participating enterprises may also provide scholarship and future employment opportunities to attract and retain HRT.As an intellectual support,human resource and talent strategy,along with capacities of science-technology,engineering,finance,and military,will provide a strong assurance for the success of One Belt and One Road Initiatives.
