摘要
当前,随着建设行业的快速发展,传统的建设工程项目管理模式——“4+3+1”模式,由于不能有效督促责任主体的安全和质量责任落实,政府职能部门和机构在这一管理模式下日渐力不从心,因此,亟需探索新的管理模式。该文认为,引入保险机构加强建设工程质量安全管理是一条可行的路径。该文通过梳理国内外已有的相关做法,探究引入保险机构的优点和仍然存在的问题,以及引入保险机构这一模式面临的现实困难,最后提出了推进这一模式落地实施的具体策略,认为主要应该从四个角度切入,即:建立建设工程项目管理新体系、开发保障建设工程质量安全新险种、形成工程实施新委托关系、实现新管理流程再造。
At present,with the rapid development of the construction industry,the traditional construction project quality supervision model-the"4+3+1"model cannot effectively supervise the implementation of safety and quality responsibilities of the responsible subjects,so the government calls for exploration of a new management model.This paper believes that the introduction of insurance agencies to strengthen the quality management of construction projects is a feasible way.By summing up the existing relevant practices at home and abroad,this paper investigated the advantages and existing problems of introducing insurance institutions,as well as the practical difficulties faced by the model,and finally presents a specific strategy to promote the implementation of this model.And it is believed that it should be implemented from the four angles:the establishment of a new construction project management system,the development of a new type of insurance to guarantee the quality and safety of construction projects,the forming of a new entrusted relationship for project implementation,and the realization of the re-engineering of new management processes.
