平台经济模式及监管难点与创新监管对策

Platform Economic Model and Regulatory Difficulties and Innovative Regulatory Countermeasures

作为一种新型商业模式,平台经济可利用信息对接加速要素流动,通过对社会资源配置和组织方式的重塑,加速经济转型发展。但平台经济具有内在垄断属性,会带来潜在风险,平台监管势在必行。平台经济横跨传统产业,模糊了传统产业监管界限,且平台模式具有非线性盈利特征,内在扩张性导致平台模式必将形成垄断造成社会总福利损失,因此平台监管需要创新监管。文章基于平台经济模式特征,及传统上下级科层式监管弊端,提出了线上线下协同监管体系,并分别从宏观体系建设与微观平台自治角度提出监管措施,即创新监管体系,完善相关法律法规,并加强平台自治与自律。

As a new business model,platform economy can make use of information docking to accelerate the flow of factors,and accelerate the economic transformation and development by reshaping social resource allocation and organization mode.However,platform economy has inherent monopoly property,which will bring potential risks.Therefore,platform regulation is imperative.Platform economy spans traditional industries,blurring the regulatory boundary of traditional industries.Moreover,platform model has nonlinear profit characteristics,and its inherent expansion leads to the formation of monopoly of platform model and the loss of total social welfare.Therefore,platform regulation needs innovative supervision.In this regard,based on the characteristics of the platform economic model and the drawbacks of the traditional superior and subordinate hierarchical supervision,this paper proposes an online and offline collaborative supervision system,and puts forward supervision measures from the perspective of macro system construction and micro platform autonomy respectively,perfecting relevant laws and regulations,and strengthening platform autonomy and self-discipline.
