基于对国家层面以及省级层面工业软件产业政策信息的梳理,对中国工业软件的产业链、研发链、市场链展开深入分析,以明晰中国工业软件产业的发展现状与态势。再基于对全球和国内工业软件产业发展趋势的研判,提出优先培育与先进制造业深度融合的工业软件公司,不断壮大工业互联网平台龙头企业,鼓励大中型制造企业自主研发嵌入式软件,兴建专门的工业软件产业园集聚中小软件企业,积极推动工业软件产业创新链再造,推动工业软件企业成为研发投入主体,快速形成"人才结构优势"拓展数字经济发展新空间等发展路径,以期为未来中国工业软件产业政策体系的构建和工业软件龙头企业的培育提供参考。

The industrial chain,research chain and market chain of China industrial software have been in-depth analyzed based on the reviewing of policies from the national level and provincial level.Then,the status and trend of China industrial software have been clarified.Finally,the global and domestic development trends of industrial software have been discussed.The development paths have been proposed based on the above analysis,including giving priority to the cultivation of industrial software companies that are deeply integrated with advanced manufacturing industry,constantly expanding the leading companies of industrial internet platform,encouraging large and medium-sized manufacturing enterprises to independently develop embedded software,building special industrial software industrial parks to gather small and medium-sized industrial software companies,actively promoting the reconstruction of industrial software industry innovation chain,promoting industrial software companies to become the main bodies of R&D investment,rapidly forming"talent structure advantage"and expanding new space of digital economy development.In order to provide references for the construction of industrial software industry policy system and the cultivation of industrial software leading companies.
