基于工业化与城镇化同步的苏北城郊型市辖区产城融合比较研究

A comparative research on the city-industry integration of suburban municipal districts in northern Jiangsu based on the synchronization of industrialization and urbanization

产城融合是推动新型城镇化发展的客观要求,也是城郊型市辖区实现产业转型升级与城镇功能完善动态平衡的重要路径,从本质上可以视为工业化与城镇化协调互动的必然产物.以苏北地区5个城郊型市辖区为例,通过构建工业化和城镇化指标体系,以熵值法、线性综合评价模型分别得到其工业化、城镇化的发展水平;采用随机前沿法先后计算城镇化带动工业化融合系数和工业化促进城镇化融合系数,最终得出5个城郊型市辖区的产城融合度.结果表明:对于城郊型市辖区而言,产城融合就是要在推动工业化和城镇化的基础上促进两者协调发展;5个城郊型市辖区的产城融合发展都处于中低水平,可能主要与苏北地区经济社会发展相对滞后有关;5个城郊型市辖区的工业化促进城镇化明显优于城镇化带动工业化,说明它们的产城融合动力主要依托产业发展,城镇集聚能力也不够强.特别地,以徐州市贾汪区为例,在分析其产城融合实践的基础上,从空间、产业、人口、绿色等方面提出了推动贾汪区产城融合高质量发展的对策建议.

The city-industry integration is the objective requirements to promote the new-type urbanization,and is also an important way for municipal districts to achieve a dynamic balance between industrial transformation and upgrading and improvement town functions.In essence,the city-industry integration can be seen as an inevitable product of coordinated interaction between industrialization and urbanization.Taking five suburban municipal districts in northern Jiangsu as a case,the industrialization and urbanization index systems are constructed respectively,and the development levels of industrialization and urbanization are obtained by entropy method and the linear comprehensive evaluation model,and then the integration coefficients of industrialization driven by urbanization and urbanization promoted by industrialization are calculated respectively by the stochastic frontier method,and finally the degrees of city-industry integration of these five municipal districts are obtained.The results show that,for suburban municipal districts,the city-industry integration is to promote the coordinated development of industrialization and urbanization.And the city-industry integration development of the five municipal districts are all at the middle or low level,which is mainly related to the relatively lagging regional economic and social development in northern Jiangsu.Meanwhile,in the two main dimensions,the urbanization promoted by industrialization is obviously better than the industrialization driven by urbanization,which shows that the city-industry integration powers of the five municipal districts have been relying mainly on the industry development,and the abilities of urban agglomeration are also not strong.Particularly,taking Jiawang District of Xuzhou as an example,based on the analysis of the practice of cityindustry integration,some countermeasures and suggestions are put forward to promote the high-quality development of city-industry integration from the aspects of space,industry,population,green and so on.
