在"一带一路"建设大背景下,西藏被定位为"我国面向南亚开放的重要通道"。西藏以"南亚大通道"为抓手融入"一带一路"建设,既有优势因素也有区内区外限制因素。为更好地抓住发展机遇,西藏应"依托内地、面向南亚",更加注重基础设施建设尤其是边境口岸建设,密切中尼合作,为西藏面向南亚开放起到模范带头作用,同时加强与内地的经贸往来,形成联动效应。

In the context of the construction of"The Belt and Road",Tibet has been positioned as"an important channel for China to open up to South Asia". Tibet’s integration into the construction of"The Belt and Road"by taking the"South Asia Corridor"as a grip has both advantages and constraints within and outside the region.In order to better grasp the development opportunities,Tibet can adopt the approach of "relying on the mainland and facing South Asia",closely cooperate with China and Nepal,pay more attention to infrastructure construction,especially the construction of border crossings,and play an exemplary and leading role in opening up Tibet to South Asia,while The government should also strengthen its economic and trade ties with the mainland to create a linkage effect.
