石油化工生产装置检修作业安全管理对策

SAFETY MANAGEMENT STRATEGY FOR OVERHAUL OF PETROCHEMICAL PRODUCTION UNITS

石油化工行业是危险性较高的行业,具有易燃、易爆、有毒有害、高温、高压、深冷、腐蚀性强等许多潜在危险因素。各生产装置需定期按计划全面停工检修。由于装置检修工作量大、任务重、交叉作业多,施工作业队伍和人员多且素质参差不齐,现场管理难度大。统计表明:石油化工企业大部分安全事故都发生在装置检修的直接作业环节中。为了全面落实装置停工、检修和检修后复产过程中的各项安全措施,防止发生各类事故,安全、优质、文明的完成大修任务,确保生产装置停工检修和开工过程的安全,提出了从体系保障、培训保障、执行保障3个方面实现检修作业安全的管理方法。

The petrochemical industry is a highly dangerous industry with many potential hazards such as flammable, explosive, toxic and harmful materials, high temperature, high pressure, deep cold and strong corrosive working environment. All production units should be scheduled for shutdown overhaul regularly. Due to the heavy workload of device overhaul, heavy tasks, many cross operations, many construction teams and personnel with uneven quality, on-site management is difficult. Statistics show that safety accidents happen frequently in petrochemical enterprises, and most of the accidents occur in the direct operation link of equipment overhaul. In order to fully implement all the safety measures during the processes of equipment shutdown, overhaul and start-up after the overhaul, prevent all kinds of accidents and complete the overhaul task safely with high quality, the difficult and main points are to ensure the safety of the shutdown overhaul and start-up process of the production equipment. This paper puts forward the management method to achieve safety in overhaul operation from three aspects involving system guarantee, training guarantee and execution guarantee.
