发展理念的实质是发展精神,人民至上是中国共产党发展思想的内在伦理精神。人民至上的伦理精神把"人是目的"的道德法则落实为人民幸福至上的行为准则。中国共产党成立百年来,从毛泽东提倡全心全意为人民服务,到邓小平提出实现共同富裕,江泽民提出代表中国最广大人民的根本利益,胡锦涛提出以人为本的科学发展观,习近平提出以人民为中心的发展思想,表述虽有差异,不变的初心是人民至上的伦理精神。人民至上同时是中国共产党发展思想的一以贯之之道,以人为本的科学发展观,以人民为中心的发展思想均是科学的发展观,人民至上是二者一脉相承的共同精神。
