财政分权对地方公共医疗卫生服务供给的影响——基于省级面板数据的分析

The Effect of Fiscal Decentralization on the Local Public Health Services Supply——An Empirical Research Based on Provincial Panel Data

利用2010-2018年省级面板数据,实证检验我国财政分权体制对地方公共医疗卫生服务供给的影响,并检验了城乡之间的供给差距。结果显示:总体来说,我国财政分权对医疗卫生服务的供给有较为显著的负向影响,并扩大了医疗卫生服务供给的城乡差距。因此,需要淡化GDP增长指标在地方政府考核体系中的位置,建立财权与事权相匹配的财政体制,坚持推进城乡统筹和协调发展,提高公共医疗卫生服务的供给水平。

Using the provincial panel data from 2010 to 2018,this paper empirically tests the effect of China’s fiscal decentralization on the local public health services supply,and examines the supply gap between urban and rural areas.The results show that:generally speaking,China’s fiscal decentralization has a significant negative effect on the public health services supply,and widens the gap between urban and rural areas in the public health services supply.Therefore,it is necessary to weaken the position of GDP growth indicators in the local government assessment system,establish a financial system that matches financial power and administrative power,persist in promoting the overall and coordinated development of urban and rural areas,and improve the supply level of public health services.
