多规合一视角下乡村规划研究--以湖北省襄阳市回龙村为例 被引量:3

摘要 在城乡一体化背景下,作为我国经济的稳定器与蓄水池,乡村振兴是城乡健康发展的关键所在。建立科学合理的乡村规划体系既是落实乡村振兴战略的要求,也是乡村发展建设的前提。以传统农耕型村落襄阳市卧龙镇回龙村为例,基于“多规合一”的视角,从“三生”空间、近期实施、多规融合和规划留白等4个方面,尝试探索三生空间优化路径、统一多规技术标准、盘活农村闲置土地、改善农村人居环境等规划编制新思路。保障乡村规划由分散管理转为多规融合,增量规划转为存量更新,从而引导乡村有序建设,推进乡村治理体系的现代化。 As the stabilizer and reservoir of Chinese modernization,rural revitalization is the key for the healthy development of urban and rural areas in the context of urban-rural integration.The establishment of a scientific and reasonable rural planning system is not only the requirement of implementing the rural revitalization strategy,but also the premise of rural development and construction.Taking Huilong village in Wolong Town in Xiangyang City as an example and from the perspective of“multi-plan integration”,this paper attempted to explore the optimization path of new planning ideas of“production,living and ecological space”,unified multi-plan technical standards,revitalized rural idle land,and improved rural living environment from four aspects such as“production,living and ecological space”,recent implementation,multi-planning integration and planning blank.In order to guide the orderly construction of rural areas and promote the modernization of rural governance system,there is need to ensure that rural planning should be transformed from decentralized management to multi-plan integration and incremental planning to stock updating,which might provide some reference for similar rural planning.
