Modernization of Suburban Governance in the Context of the Rule of Law

法治及其现代化,作为当代各国普遍追求的治理模式,代表了国家治理能力的强弱,事关国家治理方式的深刻变革。城郊作为一个特殊地域,既区别于传统的乡土社会,又有别于现代化的都市社会。在这里,社会意识及需求形态多样化,社会交往流动频繁,导致矛盾问题多样。在法治化的时代主旋律下,城郊治理迫切需要整合各种社会治理方式,使其相互协调,形成一个有机结合、层次分明的社会治理系统,以减少各阶层之间以及代际之间的不合理差异,保障公民、企业与其他社会组织的发展权,从而在以和谐社会为本土元素的中国社会主义法治国家建设与治理大背景下提高城郊治理的水平。

The modernization of the rule of law,as a governance model generally pursued by contemporary countries,represents the strength of national governance ability and is related to the profound change of national governance mode.As a special region,the suburbs are different from the traditional local society and the modern urban society.There the social subjective consciousness and demand form are diversified,the social communication flows frequently,and thus causes various contradictions and problems.Under the main theme of the rule of law,suburban governance urgently needs to integrate various social governance modes,makes it coordinate with each other and forms an organic combination and a hierarchical social governance system,so as to reduce unreasonable differences between classes and generations,ensure the development right of civilians,enterprises and other social organizations and improve suburban governance ability under the governance of socialist country ruled by law in China.
