摘要
石油化工建设项目在施工过程中普遍存在边生产边施工("双边工程")的情况,生产装置潜在的风险可能给建设项目带来事故隐患,如果忽视不加防范可能引发更大的风险。结合实际项目及真实案例,进行风险辨识,以实现对潜在风险的有效隔离、在线监测预警和快速响应为目的,探讨建立了"双边工程"的风险监测预警系统和应急管理措施,制定了风险防范和应急响应方案,有效降低了项目的施工风险,提高了施工现场的应急响应能力,提高了项目的应急管理水平。
It is common for petrolchemical construction project that a project is under construction while the adjacent process units are running. This is bilateral project. The potential risk of production equipment may bring accident hidden danger to the construction project. If it is ignored and not prevented, it may cause greater risk. Combined with actual projects and real cases, risk identification is carried out to achieve effective isolation, online monitoring and early warning and rapid response of potential risks. The risk monitoring and early warning system and emergency management measures of "bilateral project" are established, and the risk prevention and emergency response scheme are formulated, which effectively reduces the construction risk of the project, improves the emergency response ability of the construction site, and improves the emergency management level of the project.
