Mechanisms of Standards Promoting Innovation:A Literature Review

具有公共属性的标准是产业创新发展的基础,标准的统一性和规范性如何影响具有发散性和不确定性的创新?本文基于现有文献,厘清标准与创新的概念和研究背景,从创新的5个环节入手,分析了标准对创新的影响机理,以及各主体在其中扮演的角色。研究表明:标准对创新的知识、研发、生产、营销和联系5个环节起到了促进作用,政府、企业、高校等利益者之间的共同参与和协调互助,间接地加强了标准对创新的促进作用。最后,在梳理总结当前研究不足的基础上,本文提出了未来的研究重点。

Standards with public attributes are the basis of industrial innovation and development.How does the uniformity and standardization of standards affect the innovation with divergence and uncertainty?Based on the existing literature,this paper clarifies the concept and research background of standards and innovation,and analyzes the mechanism of the impact of standards on innovation and the roles of various subjects in the process from the perspective of five aspects of innovation.The results show that standards promote innovation in knowledge,research and development,production,marketing and connection,and the participation,coordination and mutual assistance among government,enterprises,universities and other stakeholders indirectly strengthen the role of standards in promoting innovation.Finally,on the basis of combing and summarizing the shortcomings of the current research,this paper puts forward the research focus in the future.
