国土空间规划背景下新型基础设施规划思路探讨

New Type Infrastructure Planning in the Context of National Territory Spatial Planning

2021年是国土空间规划的攻坚之年,也是新型基础设施建设的关键之年。文章通过梳理新型基础设施的概念、类型划分及相关研究进展,提出新型基础设施可以分为信息基础设施、融合基础设施和创新基础设施3类,且目前缺乏对国土空间规划体系下新型基础设施规划理论及实践的相关研究。在此基础上,从规划编制内容角度提出在总体规划、详细规划、专项规划中如何体现新型基础设施的相关内容,包括在规划管控措施中要区分结构管控、指标管控和边界管控3种方式,在规划传导过程中要注重纵向传导与横向衔接相配合。同时,结合国内相关实证案例,提出当前国土空间规划背景下新型基础设施规划的思路:明方向,通过顶层设计,确定主要发展方向;接专项,摸清家底,并与相关专项规划充分对接;分类别,对不同类型设施提出不同管控方法;入平台,实行蓝图管理,并纳入国土空间规划信息平台统筹管理。

The year of 2021 is critical to national territory spatial planning as well as new type infrastructure construction.With a review on the concept,types,and research progress of new type infrastructure,the paper divides it into three kinds:informational infrastructure,integrative infrastructure,innovative infrastructure.It further proposes integrating new type infrastructure plan with master plan,regulatory plan,and specialty plan,including three methods of governance:structural governance,boundary governance,indicator governance.Based on domestic case studies,it puts forwards the idea of new type infrastructure planning in the context of national territory spatial planning:top-level design that defines orientation,specialty plan that integrates relevant plans,different governance methods for different types of infrastructure,blueprint management integrated with national territory spatial planning information platform.
