生态、技术、宜居是人类对未来城市可持续发展的追求,也是现阶段智慧城市建设的趋向,领衔“两新一重”建设的新型基础设施建设将加速数字经济与智慧城市的发展。文章阐述了“两新一重”背景下新型基础设施建设与未来城市发展的“技术更迭、产业创新、时空发展”三大逻辑,深刻剖析了三大逻辑对新型基础设施建设规划的影响与要求,提出了三大逻辑导向下新型基础设施建设规划“明方向、建系统、定标准”“判趋势、立产业、创模式”“优空间、强管控、重实施”的思路与对策,并以四川省攀枝花市为例,探寻新型基础设施建设规划编制体系、内容与重点,以期为其他地区的新型基础设施建设规划编制提供参考。

Ecology,technology,and livability are mankind pursuits in future smart urban development.Leading“two initiatives and major projects”,new infrastructure will promote the development of digital economy and smart city.The paper introduces the three rules of“technical iteration,industrial innovation,space-temporal development”in future urban development,analyzes their impact on new infrastructure planning,and proposes strategies of“orientation clarification,building system,making standard,judging trend,industrial development,spatial improvement,strengthening governance,and implementation”.With Panzhihua city as an example,the paper studies the system,content,and emphases of new infrastructure planning,and provides a reference for other cases.
