摘要
针对红水河流域洪水预报预警现状及存在的问题,开展了全流域洪水预报调度预警一体化技术研究。提出了红水河流域洪水预报、调度、预警的一体化技术体系,创新集成广西山洪灾害调查评价成果,首次建立了红水河流域洪水预报调度预警一体化平台。形成了基于山洪灾害调查评价成果的降雨和洪水预报技术、流域洪水模拟演进技术、流域淹没敏感点预报方案和淹没敏感点淹没指标的防汛洪水调度技术。
In view of the current status and existing problem of flood forecast and alarm in Hongshui River Basin,the technology of integrated flood forecast,control and alarm in the whole river basin was studied.The integrated technical system of flood forecast,control and alarm for Hongshui River Basin was put forward.Innovative integration of the investigation and evaluation results of mountain flood disaster in Guangxi was conducted.Flood forecast,control and alarm integrated platform of Hongshui River Basin was established for the first time.The following technologies have been integrated including the rainfall and flood forecasting technology based on the investigation and evaluation results of mountain flood disaster,the simulation technology of flood evolution,the forecast scheme of inundation sensitive location,the flood regulating technology based on the submergence index of inundation sensitive location.
