大数据侦查方法在集资诈骗案件中的应用研究:前景、问题与对策

大数据侦查方法具有对“过去时”数据分析研判、“现在时”行为风险预警、“将来时”犯罪形势预测的功能,在对集资诈骗案件的数据全景分析、非法集资风险预警、犯罪治理决策服务等方面具有重要的应用价值。目前,其在应用中遇到的问题包括:警企合作机制不够健全、大数据应用技术亟待提升、大数据侦查落地存在障碍。这些问题有望通过完善大数据侦查合作机制、建设大数据综合应用解决方案、构建新时代数据侦查队伍予以解决。

Big data investigation methods have the functions of analyzing and judging data in the“past tense”,early warning behavioral risks in the“present tense”,and predicting the crime situation in the“future tense”.They have an important application value in the panoramic analysis of the data of fund-raising fraud cases,the early warning of illegal fundraising risks and the decision-making services for crime management.At present,there are application dilemmas such as insufficient police-enterprise cooperation mechanism,big data application technology urgently needing to be improved,and obstacles to the implementation of big data investigation.It is expected to be solved by improving the big data investigation cooperation mechanism,building a big data comprehensive application solution and a new era data investigation team.
