摘要
近年来,国家对贫困地区产业发展支持力度极大,但政策的支持和产业的驻入却难以让贫困地区的扶贫产业落地生根,其中一个重要的原因是农户对产业的认知能力低和认同感缺失。如何从内因出发,激发农户的内生动力,文章尝试从贫困地区农户的认知认同和意识形态入手,结合现代远程教育手段,帮助贫困群众足不出户就能了解产业发展过程和前景,增强产业发展信心,变被动为主动。充分发挥现代远程教育对产业结构调整中利益联结因素潜移默化的作用,将思想扶贫、智慧扶贫与产业扶贫工作有机结合,“扶贫先扶智、治贫先治愚”,实现产业扶贫从“授人以鱼”向“授人以渔”的根本性跨越。
In recent years,China has given great support to industrial development in poverty-stricken areas,but it is difficult for the poverty-relief industries in poverty-stricken areas to take root with the support of policies and the presence of industries.One of the important reasons is that farmers have low cognitive ability and a lack of a sense of identity.How to stimulate the endogenous motivation of farmers from the internal cause,this paper tries to start with the cognitive identity and ideology of farmers in poverty-stricken areas,combined with modern distance education means,to help poor people understand the process and prospects of industrial development without leaving home,to enhance their confidence in industrial development,and to change from passive to active and give full play to the subtle role of modern distance education in the interest linkage factors in the adjustment of industrial structure,which needs to organically combine ideological poverty alleviation,wisdom poverty alleviation and industrial poverty alleviation,and"help wisdom before poverty alleviation,and treat fools before poverty alleviation"to realize a fundamental leap from"giving people fish"to"teaching people to fish"in industrial poverty alleviation.
