摘要
开放大学作为构建全民终身学习公共服务体系的时代产物,在广播电视大学四十年多办学基础上进行转型升级、推进综合改革。绩效管理是改革的核心,绩效指标的设计是绩效管理的关键。文章基于平衡计分卡相关理论,结合开放大学绩效改革实际,对绩效管理指标进行研究,提出绩效指标体系构建建议。
As an era product of building a public service system for lifelong learning for all people in China,Open Universities have undergone some transformation,upgrading and comprehensive reforms based on their over 40 years of running of Radio&TV Universities.Performance management is the core of reform,and the design of performance indicators is the key to performance management.Based on the relevant theories of the balanced score card,combined with the practice of Open Universities’performance reform,the author of this thesis conducts some research on performance management indicators and puts forward suggestions for the construction of a performance indicator system.
