在卫生多元监管中发挥行业协会作用的探讨

Discussion on the Role of the Industry Association in the Pluralistic Supervision of Health

政府职能向服务转变,卫生监管工作任务持续加重,推动卫生多元化监管提高执法效能可以作为一个重要的探索方向。行业协会作为介于政府和市场主体之间的社会组织,充分发挥其作用有助于协助卫生监管实现多元化、高效化监管。本文使用文献法,通过探讨行业协会在推进卫生多元化监管中能发挥自身的优势,以及需要具备的保障措施等问题,指出在推进各行业自身建设、承担部分公共管理职能、解决社会力量参与卫生监管面临的困难等,行业协会可以发挥重要作用,但也需要从职权赋予、法律保障和信用体系建设等方面为行业协会提供助力。

Government functions have been transformed into services,and the task of health supervision has been continuously intensified.Therefore,pushing health diversified supervision system and increasing enforce laws efficiency can be an important exploring direction.Industry Association as a social organization between government and market entities,can help to build a diversification,high efficiency health supervision system.This paper uses documentary method to study what roles do industry association play in promoting the diversified supervision system process,and what supporting measures need to take in order to reach those targets.Industry association can play an important role in pushing forward self-construction of all industries,taking the public management function,solving the problem of social force to participate in health supervision and so on.At the same time,Industry Association need assistance like to be empowered,to have legal protection and to build credit system.
