卫生监督执法机构在新冠肺炎疫情等突发重大公共卫生事件中的作用研究

Exploration on the Role of Health Supervision and Law-Enforcement Agencies in Major Public Health Emergency,COVID-19 Epidemic

目的通过总结江西省卫生监督执法机构在本次新冠肺炎疫情防控应急处置中的工作情况,分析存在的困难和不足,探讨卫生监督执法机构如何在今后突发公共卫生事件中发挥应有的作用。方法对江西省卫生监督执法机构在本次新冠肺炎疫情防控应急处置工作进行总结和分析。结果在本次新冠肺炎突发公共卫生事件中,江西省卫生监督执法机构在应急处置工作中起到了不可替代的作用,得到各级政府和卫生健康部门的充分肯定。但也存在工作职责、应急能力、应急资金和物资储备、信息化建设等方面的困难和不足。结论要强化卫生监督应急体系建设,制定卫生监督应急预案,组建专业应急监督队伍,建立卫生监督应急能力储备机制,建立卫生监督应急评估体系。

Objective To summarize the experience from Jiangxi health supervision and law-enforcement agencies in the emergency treatment of the COVID-19 epidemic,analyze difficulties and deficiencies,and explore how the health su⁃pervision and law-enforcement agencies should play their due role in public health emergencies.Methods Analyze and summarize the emergency treatment of the COVID-19 epidemic of the provincial health supervision and law enforcement agencies.Results In the public health emergency of COVID-19 epidemic,the health supervision and law-enforcement agencies in our province played an irreplaceable role,and were fully affirmed by governments and related health depart⁃ments.However,some difficulties from emergency capabilities and information construction and some dificiencies about funds and material reserves should be paid attention to improve.Conclusion It is essential to strengthen the construction of health supervision and emergency response system,formulate the health supervision and emergency response plan,set up a professional emergency supervision team,establish a health supervision and emergency capacity reserve mechanism,and establish a health supervision and emergency evaluation system.
