媒介发展中的“数字遗民”问题及其应对策略 被引量:20

The Problem of“Digital Adherents”in Media Development and the Countermeasures

摘要 随着经济社会的发展和社会老龄化程度的加深,"数字遗民"成为数字化进程中不容忽视的社会问题。这一群体规模庞大、城乡分布差异明显,老年、儿童、青少年、残障人士等特殊群体占比较高,参与条件和参与能力有限但参与意愿强烈。产生"数字遗民"的影响因素包括经济社会发展不平衡、互联网服务可及性不高、信息无障碍水平较低、公共服务和社会服务关注不足、"数字遗民"群体自身在认知能力和信息技术学习能力方面存在相对弱势等因素。应对"数字遗民"问题,要提高互联网服务深度覆盖率和可及性,提升信息的无障碍和可及性,通过实施公共服务和社会服务项目加强媒介素养教育,并为有需要的"数字遗民"提供针对性的媒介素养提升服务,引导"数字遗民"群体主动学习,适应信息化社会、掌握数字化生存技巧。 With the development of economy and society and the deepening of the aging of society,"digital adherents"has become a social problem that cannot be ignored in the process of digitization.This group has a large scale and a distinct urban-rural distribution.Vulnerable groups,such as the elderly,children and adolescents,and people with disabilities,account for a relatively high proportion.Their participation conditions and ability are limited,but their willingness to participate is strong.The influencing factors include unbalanced economic and social development,low accessibility of Internet services,low level of information accessibility,insufficient attention paid to public services and social services,and relatively weak cognitive ability and information technology learning ability of digital followers.Adherents of"digital"problem,to improve the Internet service depth of coverage and accessibility,improve the accessibility and availability of information,by implementing the public service and social service projects to strengthen the media literacy education,and offers of adherents of"digital"with special needs targeted media literacy,improve service guide"digital adherents"group active learning,to adapt to the information society,digital survival skills.
