农业知识产权在国家农业科技创新体系中占据重要的地位,其作为无形资产,只有在转让或使用中才能真正实现其具有的价值。通过分析农业知识产权概念、分类和特征,提出将市场法、成本法和收益法作为基础方法,提高农业知识产权评估意识,完善农业知识产权评估制度,提升农业知识产权评估水平,加强农业知识产权人才培养,共享农业知识产权评估信息。综合多方面因素对农业知识产权进行全面评估,同时建立辽宁农业知识产权评估体系及其制订相关对策,强调高度重视和加强农业知识产权评估对于提升相关单位农业知识产权评估意识、促进辽宁农业科技成果转化具有重要的现实意义。

The agricultural intellectual property plays an important role in agriculture science and technology innovation system in China;as intangible assets,the value of agricultural intellectual property can only be realized in the process of in transfer or use.After analyzing the concept,classification and characteristics of agricultural intellectual property,the paper propose three basic agricultural intellectual property evaluation method of market method,cost method and income method,proposed the following suggestions:improve evaluation awareness,perfect evaluation system,improve evaluation level,strengthen training of professional talents,and sharing evaluation information.Making a comprehensive evaluation of agricultural intellectual property and proposed countermeasures to construct Liaoning agricultural intellectual property evaluation system,emphasis on paying closed attention and strengthening agricultural intellectual property evaluation,which had profound practical significance to enhance the awareness of agricultural intellectual property evaluation and promote transformation of agricultural scientific and technological achievements in Liaoning province.
