摘要
为定量评价高速公路改扩建工程施工安全管理水平,保障改扩建施工安全,研究提出了一种高速公路改扩建工程施工安全管理评价方法。首先,通过现场调研、专家咨询等方法,梳理分析了高速公路改扩建工程施工安全风险,包括施工作业对交通运营产生的安全风险、交通运营对施工作业产生的安全风险、施工作业本身的安全风险等3个方面。然后,应用层次分析法建立包括项目组织管理、施工作业安全、施工交通组织以及施工安全管理等4个方面的安全评价指标体系。之后,通过专家打分、实地调研等方法确定因素层指标评价标准和评价指标体系中各影响因素的权重,提出高速公路改扩建工程施工安全管理综合评价方法。最后,通过浙江省某高速公路改扩建工程予以验证,应用此方法计算该项目的施工安全管理得分为3.575分,总体处于安全水平,符合实际情况。
In order to quantitatively evaluate the level of safety management in the reconstruction and expansion of expressway project,and guarantee the construction safety,a safety management evaluation method was proposed.Firstly,safety risks of construction were analyzed through field investigation and expert consultation,such as the risk of construction activities to the safety of transport operation,the risk of transport operation to the safety of construction activities,and the own safety risk of the construction activities.On this basis,Analytic Hierarchy Process(AHP)was used to establish a safety evaluation index system including project organization and management,construction activities safety,construction traffic organization and construction safety management.Then,the evaluation standard of factor level index and the weight of each influencing factor in the evaluation index system were determined by expert scoring and field research.The evaluation method of safety management of expressway reconstruction and extension project was put forward further.Finally,it was verified by an expressway reconstruction and extension project in Zhejiang Province,and the score of the construction safety management of the project calculated by this method was 3.575,which indicated that it was at a generally safe level overall and in line with the actual situation.
