India-ASEAN Relations:from the Perspective of Indo-Pacific

印度与东盟二者关系如何,关系到印度洋与太平洋能否有效整合。20世纪90年代以来,印度与东盟不断走近,双方关系取得不小进展。但是,二者经济合作面临严重的内生动力不足困境,第二任期内的莫迪政府背离“以东盟为中心”原则,加速倒向美国“印太战略”。“印太战略”并没有如预期拉近印度与东盟之间的距离,反而暴露了二者的战略分歧。印度重“印太战略”而轻“东向行动”政策,与东盟关系难有实质性进展。

India and ASEAN are both located along the border of the Indian Ocean and Pacific Ocean.Because of this geo-strategic importance,the India-ASEAN relations stake the effectiveness of the concept of Indo-Pacific.Since the 1990s,both sides have been marching closer,and the bilateral relations have achieved great success.However,the economic cooperation between India and ASEAN has been plagued by the lack of internal power for a long time,and the Modi government in its second term is deviating from the principle of“ASEAN centrality”and accelerates the shift to the“Indo-Pacific Strategy”of the United States.The concept of Indo-Pacific has not harmonized the two regional actors as expected,but exposed their strategic differences.India attaches more importance to the“Indo-Pacific Strategy”rather than the“Act East”Policy,making it difficult to achieve further substantial progress in its relations with ASEAN.
