大学学术治理规制的理性“失灵”与复归

Rationality of University Academic Governance Regulation Failure and Return

大学学术治理规制内嵌着价值理性与工具理性,前者以维护学术求真、学术创新与学术治理自主为指归,而后者以功利化的奖惩规约为目的。大学学术治理规制的"钟摆"偏向于工具理性,进而外显出异化表征,即过度追求显性的绩效、行政规制的路径惯性、治理组织的结构趋同,以致学术治理的功利主义见长而价值理性弱化,功利化学术利益导向,依赖运动型治理手段,学术治理自主性羸弱。实现大学学术治理规制的价值理性复归,应完善质量导向的学术评价体系、激活基层学术组织治理活力、释放学术治理组织的自主性,从而提升学术治理的效能。

Value rationality and instrumental rationality are embedded in the regulation of university academic governance.The former aims at maintaining academic truth,academic innovation and academy governance autonomy,while the latter aims at utilitarian rewards and punishments.The pendulum of academic governance regulation tends to the alienation of instrumental rationality:excessive pursuit of explicit performance,path inertia of administrative regulation,and structural convergence of governance organizations.As a result,the utilitarianism of academic governance is strengthened,but the value rationality is weakened,the long-term academic interests are ignored,and the autonomy of academic governance is weakened.To achieve the rational return of academic governance regulation,we should improve the quality oriented academic evaluation system,activate the governance vitality of grassroots academic organizations,release the autonomy of academic governance organizations,and enhance the efficiency of academic governance.
