论100年来中国共产党全球观念变迁的主要规律

On the Main Laws of the CPC’S Change of Its Global Views over the Past 100 Years

本文以中国共产党100年的全球观和外交思想为基本研究对象,以其全球秩序观与全球治理观为研究重点,从国际身份、国际互动等角度分析其全球秩序观的变迁规律,从国际治理原则、国际制度观等四个变量研究其全球治理观的变迁规律,以十一届三中全会和十八大为划分时期的主要节点来阐述中国共产党全球秩序观与全球治理观变迁的经验内容。与此同时,作者还从党情、国情、世情相结合的角度以及国际正义观、国际制度观等方面来总结影响其全球秩序观和全球治理观的相关因素,并提出了中国共产党全球观现在面临的三大机遇和三大挑战,认为中国共产党针对当前百年未有之大变局要不断完善其全球秩序观和全球治理观,为努力实现中华民族伟大复兴、推动构建人类命运共同体而要坚持三大"平衡"原则,即区域秩序观与全球秩序观相平衡、国家治理现代化与引领全球治理体系变革相平衡、爱国主义与国际主义相平衡。

This paper takes the global views and diplomatic thoughts of the Communist Party of China for the past 100 years as the basic research objects,focusing on its views of global order and global governance.It analyses the changes of the CPC’s views on global order in three aspects,and understands the changes of its view on global governance in four dimensions.The Third Plenary Session of the 11th CPC Central Committee and the 18th National Congress are the two time nodes used to divide the past 100 years into three periods.The author summaries the laws of change of the CPC’s views on global order and global governance in terms of combining principles of international governance with the situations of the Party,the country and the world,and linking the international conception of justice to the view of international institutions.Thus,this article argues that there are three opportunities and three challenges facing the CPC’s global views.Thus,the CPC should improve its views on global order and global governance through insisting on the three balancing principles,namely the balance between the views of regional order and global order,the balance between the modernization of the national management and the change of global governance system,and the balance between patriotism and internationalism.Only in this way can China achieve the great rejuvenation of the Chinese nation and create a community of shared future for humanity.
