闲置与重组:村务监督委员会的运转现状分析——以宜宾市南溪区为例

Idling and Restructuring: Running Status and analysis of Village Affairs Oversight Committee--In case of Nanxi District,Yibin

村务监督委员会是推进基层民主政治的一大创举,填补了农村权力运行中缺失的监督环节。然而村务监督委员会作为农村基层常设性的专门监督机构,从组织建构、工作分配及运行方面存在着严重的组织闲置问题。文章在对宜宾市南溪区村务监督委员会工作调研基础上,就其宏观层级关系及微观运行蚀耗方面进行体制内与体制外困境分析,以期从主体协同、层级融合、动力机制构建、制度链条完善等方面深化“一线”监督,强化对村级公权力的制约和监督。

The village affairs oversight committee is a major initiative to promote grassroots democratic politics,which fills in the missing link of supervision in the operation of rural power.The village affairs oversight committee as a permanent and specialized supervision institution in rural grassroots.However,it has serious organizational idle problems in terms of organizational construction,work distribution and operation.Based on the investigation of the work of the Village Affairs Supervisory Committee in Nanxi District of Yibin City,this paper analyzes the predicament inside and outside the system in terms of macro-level relationship and micro-operation erosion.The analysis aims to deepen the“frontline”supervision from the aspects of main body coordination,level integration,power mechanism construction,institutional chain perfection,strengthen the restriction and supervision of village-level public power.
