摘要
环境保护专项规划中关于承载力的研究已有一定进展,但与国土空间规划land&space planning(简称LSP)的衔接尚存在一定差距。文章分析了大气、水体和土壤的承载力估算技术,认为空间单元风险约束性指标是二者的重要衔接点。进一步的分析认为,与传统的环境总量控制理念不同,LSP双评价是基于敏感保护目标来设定空间约束指标,更能体现开发过程中的环境“保护”特点。文章提出适用于LSP的环境承载力的技术流程框架,并建议加强开展关于空间风险约束性指标的研究。
Research on environmental carrying capacity for Environmental Protection planning has made progresses.However,there are still some gap in connection with land&space planning(LSP).This paper proposed that spatial unit risk constraint index might be an important link for both after surveying the technology of the carrying capacity of the atmosphere,water and soil.Further analysis reveals that different to the traditional concept of pollutant emission environmental amount control,the double evaluation of LSP is based on the sensitive protection target,and accordingly to set the space constraint index,which highlights on the environmental“protection”in the development process.This paper proposes a technical process framework for environmental carrying capacity of LSP,and suggests to strength the scientific and technological methods for spatial risk restrictive index.
