面对日益复杂严峻的反恐形势,如何有效防范和应对恐怖袭击是当前轨道交通枢纽安全工作的重点。在总结轨道交通枢纽风险特点的基础上,对当前防范恐怖袭击工作中存在的问题进行梳理,分析其在顶层设计、职责分工、应急处置和情报能力等方面存在的主要问题。从预警防控、反应处置和评估恢复三个阶段提出轨道交通枢纽防范恐怖袭击的应急管理对策。

Facing the increasingly complex and severe anti-terrorism situation, how to effectively prevent and respond to terrorist attacks is the focus of current rail transit hub security. On the basis of summarizing the risk characteristics of rail transit hubs, this papersorts out the problems existing in current terrorist attack prevention work, and analyzes its main problems in top-level design, division of responsibilities, emergency response and intelligence capabilities. The emergency management countermeasures for terrorist attackson the rail transit hubare proposed atthe three stages of prevention, response and recovery.
