Research on Preventing Terrorist Activities in China Based on Situational Crime Prevention

情景预防聚焦于犯罪环境的管控,通过减少犯罪机会以期阻止犯罪发生,与我国反恐工作预防性思路不谋而合。恐怖活动机会结构由目标、武器、工具及推动条件组成,科技创新发展使恐怖活动手段不断翻新,互联网成为恐怖活动的“第二空间”,宗教极端思想在恐怖活动中发挥的作用凸显。为完善我国恐怖活动防范工作,进一步提升在重点场所、涉恐工具管控等方面监管力度,应提高重点目标安防水平,增加实施恐怖活动难度;线下和线上打击并行,切断涉恐信息传播途径;巩固主流意识形态阵地,去除滋生恐怖主义土壤;提升社会整体反恐水平,降低恐怖活动现实收益。

Situational crime prevention focuses on the control of the criminal environment and prevents the occurrence of crime by reducing the chance of crime, which coincides with the preventive thinking of China’s anti-terrorism work. The opportunity structure of terrorist activities is composed of targets, weapons, tools and promotion conditions. The innovative development of science and technology makes the means of terrorist activities constantly renovated. The Internet has become the "second space" of terrorist activities. Religious extremist ideas play an important role in terrorist activities. In order to improve the prevention of terrorist activities in China and further enhance the supervision and control of key places and tools involved in terrorism, efforts should be made to improve the security level of key targets and increase the difficulty of implementing terrorist activities, cut off the channels of information transmission related to terrorism by attacking both offline and online, consolidate the mainstream ideological battlefield to remove the breeding ground for terrorism;and improve the overall anti-terrorism level of the society to reduce the real benefits of terrorist activities.
