试论我国医疗扩张的现状与策略分析

On the Current Situation and Policy Recommendations of Medical Expansion in China

在新时代医疗体制改革背景下,我国医疗进行了快速的扩张,其在缓解了医疗需求紧张局面的同时也为我国卫生事业的发展带来了新的挑战。通过论述扩张性医疗、过度医疗与适度医疗的定义与区别以及我国医疗扩张的形态、特点和表现,分析医疗扩张对于我国医疗卫生事业的危害并探究其原因,提出要通过政府部门加强管理和监督,促进医疗资源均衡分配,加大公立医院财政投入,改革医护人员薪酬及绩效考核制度,调整医疗服务价格,改进医保支付方式来控制我国医疗无序化扩张的现状,更快更好地推进医疗体制改革。

In the context of the medical system reform in the new era,rapid national medical development eased the tensions of medical needs,but also brought new challenges for the development of the health care in China.This paper aims to discuss the definition and distinction between medical expansion,overtreatment and appropriate medical care.It reveals the characteristics and performance of medical expansion in China,and analyzes its harm and causes.Disorderly expansion is expected to be controlled and medical reform is desired to be promoted in the way of strengthening management and supervision,balancing medical resources,increasing investment to public hospitals,reforming salary and performance appraisal system,adjusting medical service price,and altering insurance payment methods.
