医疗新技术作为医疗服务的重要组成部分,在准入与监管中存在着诸多问题。从医疗新技术在临床准入与应用的伦理审查与监管的角度出发,提出医疗机构主体要切实履行医疗技术临床准入与管理责任,坚持管理利益冲突、最优化、知情同意等伦理原则,并且设立专门的医疗技术伦理委员会切实履行医疗技术伦理监管职能,完善审查流程、做好全过程监管,提高审查质量,从而有效地避免医疗技术风险,保障医疗技术的安全与科学有效应用,更好地保护患者利益。

New medical technology,an important support in medical services,reveals a bulk of problems in its approval and oversight.This article starts from ethical review and oversight of its approval and application.Medical institutions should take primary responsibilities,sticking to ethical principles like management of conflicts of interests,optimism and informed consent.Specific medical technology ethical committee needs to be established,to supervise procedures and qualities,to minimize technical risks,to ensure safety and rationality in medical technology application,and to offer better service for patients.
