PPP模式在我国农业面源污染治理领域的应用研究

Application of PPP Model in the Field of Agricultural Non-Point Source Pollution Control in China

受国家政策引导和现实需求驱动,农业面源污染治理PPP模式在我国不少地方开始推行,但受限于基层地方政府PPP治理能力不足和社会资本参与度低等现实困境,农业面源污染治理PPP模式落地项目尚比较少。为了化解应用困境,推进农业面源污染治理PPP模式的落地实施和行稳致远,文章从项目全生命周期的视角对农业面源污染治理PPP模式运行机制中的伙伴关系交易结构、投资回报机制、风险分担机制等关键环节进行了构建。为了保障农业面源污染治理PPP模式运行机制的有效运转并发挥预期功能,提出完善法律法规、创新融资模式和健全绩效考核的对策建议。

Driven by policy and practical needs,the PPP mode of agricultural non-point source pollution control has been implemented in many places in China.However,due to the local governments’limitation in PPP governance capacity and the low participation of social capital,the PPP mode of agricultural non-point source pollution control projects are still relatively few.In order to resolve the application dilemma and promote the implementation and development of PPP mode for agricultural non-point source pollution control,this paper constructs the key links such as partnership transaction structure,investment return mechanism and risk sharing mechanism in the PPP operation mechanism from the perspective of project life cycle.In order to ensure the effective operation of PPP mode operation mechanism and play the expected function,the countermeasures,and suggestions of improving laws and regulations,innovating financing mode and improving performance appraisal are put forward.
