基于主成分分析的文明城市评价研究——以济南市为例

Study on the evaluation of civilized city based on principal component analysis:A case study of Jinan City

文明城市评价指标是集中反映城市各项工作开展情况的综合性指标,建立全面科学的评价指标,对城市的发展战略和方向有着指导作用。文章从经济发展、文化教育、生态环境、社会保障4大维度选取了14项指标,构建了文明城市综合评价指标体系,运用主成分分析法对比了全国31个城市的情况。结果表明:在31个城市中,济南市文明城市建设的综合实力相对较好,但也存在着经济发展速度缓慢、科创实力不强、城市品牌建设力度不够、环境污染严重、交通拥堵等问题;2011—2018年,济南市文明城市建设综合得分呈现提升的发展趋势,今后可从环境、经济、文化、社会等方面进一步加快城市建设步伐。

The civilized city evaluation index is a comprehensive index that reflects the development of various tasks in the city.The establishment of a comprehensive and scientific evaluation index plays a guiding role in the development strategy and direction of the city.The paper selects 14 indicators from the four dimensions of economic development,culture and education,ecological environment,and social security,constructs a comprehensive evaluation index system for civilized cities,and uses principal component analysis to compare 31 cities across the country.The results show that Jinan has relatively good comprehensive strength in civilized city construction among the 31 cities,but the economic development is slow,the strength of science and technology innovation is not strong,the city brand building is not strong enough,the environmental pollution is serious,the traffic is congested,and so on.From 2011 to 2018,the comprehensive score of Jinan's civilized city construction showed a trend of improvement.
