“政府行为”+“市场机制”:推动产业扶贫长效发展的组态分析——基于QCA模糊集定性比较方法

“Government Behavior”+“Market Mechanism”:configure Analysis of Long-term Mechanism of Industrial Poverty Alleviation:qualitative Comparison based on QCA Fuzzy Sets

脱贫攻坚向乡村振兴过渡,产业扶贫的长效机制亟需构建。既有研究缺乏在整体的框架内分析政府行为与市场机制如何联合互动来实现产业扶贫长效发展。研究基于新结构经济学"有效市场"与"有为政府"理论,以贵州省刺梨产业扶贫为案例,从QCA微观组态层面探索产业扶贫的长效机制。研究发现,政府行为与市场机制在不同地区的组合效应差异较大;在产业基础薄弱的深度贫困地区,政府前期积极有为,市场动力后续激活,夯实扶贫产业基础;在有产业基础的轻度贫困地区,市场机制自行"造血",政府"淡出"作为辅助,推动产业扶贫可持续性发展;在产业发展成熟的轻度贫困地区,依靠"有效市场+有为政府"内外多元共同发力,实现产业扶贫向产业兴旺转变。

Poverty alleviation is facing the transition to rural revitalization,so the establishment of a long-term industrial poverty alleviation mechanism is an urgent problem to be solved.It is hard to find analyses on how government behaviors and market mechanisms interact for the long-term development of industrial poverty alleviation within the holistic framework.The research,based on the theory of"effective market"and"effective government"of new structural economics,and the case study of prickly pear industry in Guizhou,studies into the long-term mechanism of industrial poverty alleviation from the QCA at micro configuration level.It turns out that the effect of combination of government behaviors and market mechanisms in different poverty-stricken areas varies:in deeply impoverished areas with weak industrial foundations,the government was active in the early stage,and the market momentum was subsequently activated to consolidate the industrial foundation for poverty alleviation;In mildly impoverished areas with certain industrial foundations,the market mechanism operates on its own,and the government"fades out"to support and promote the sustainable development of industrial poverty alleviation;in mildly impoverished areas with mature industrial development,relying on internal and external diversified efforts of"effective market+effective government",the transformation of industrial poverty alleviation to industrial prosperity will be achieved.
