Status Quo and Enlightenments of Cyberbiosecurity Research in the World

系统分析网络生物安全这一新兴交叉学科的基本概念与战略内涵;梳理欧美国家作为全球网络生物安全研究的起源与主力率先布局该领域的现状,包括形成由政府机构牵头、科研院所深入的研究合力,界定具有重大威胁的网络生物安全漏洞,推进网络生物安全新学科建设落地,并提出有针对性的网络生物安全风险应对措施等。在此基础上,分析我国在网络生物安全研究领域面临的美国主导全球网络生物安全议题、缺乏系统的网络生物安全研究体系和威胁应对举措等挑战,从完善国家安全体系、推进顶层设计,布局新学科建设、强化交叉学科人才培养,以及建立安全测评体系、实施针对性风险评估与安全测评等方面,对我国开展网络生物安全工作提出建议。

This paper firstly systematically analyzes the basic concept and strategic connotation of cyberbiosecurity,then combs the current situation of strategic layout in cyberbiosecurity by countries such as Europe and the United States which as origin and main force of global cyberbiosecurity research,including the formation of research forces by government-led and research institutes in-depth,defining cyberbiosecurity vulnerabilities with significant threats,promoting the construction of cyberbiosecurity new discipline,and putting forward targeted cyberbiosecurity risk response measures and so on.On this basis,the paper analyzes the challenges faced by China in the field of cyberbiosecurity research,mainly the US dominates global cybersecurity issues,lack of systematic cyberbiosecurity research systems and threat response initiatives,and puts forward some suggestions to carry out cyberbiosecurity work in China from the aspects of perfecting the national security system and promoting the top-level design,laying out the construction of new disciplines and strengthening the training of interdisciplinary talents,establishing,a safety evaluation system and implementing targeted risk assessment and safety assessment.
