秦岭生态保护和高质量发展之法治保障三论

Research on Ecological Protection and High-Quality Development of the Qinling Mountains

通过深入梳理国家对秦岭生态保护理念的转变,进而识别出新时代秦岭地区生态法治发展中存在没有充分体现生态保护法治体系化的发展理念、生态保护法治体系不健全、生态保护环境政策没有与其他政策之间实现良性互动等三个问题,进而从秦岭地区生态保护的理念构成出发,以加强秦岭生态保护法治规范体系建设为着手点和制度支撑,从而推动秦岭生态法治保护政策与其他政策之间的良性互动,实现新时代秦岭生态法治化保障之路。

In the new era,through combing the transformation of the state's concept on the development of the Qinling Mountains,this paper recognizes three problems still impede the high-quality development of the Qinling Mountains in the new era.The three problems include the lack of full embodiment of the concept of systematic development of ecological rule of law,the lack of a robust system of the ecological rule of law,and the lack of positive interaction between environmental policies and other policies.To realize the ecological protection of the Qinling Mountains,we should change theconcept of systematic development and strengthen the construction of the system of the ecological rule of law of the Qinling Mountains to promote the positive interaction between the environmental policies and other policies of the Qinling Mountains.
