高校事业发展规划的编制与实施有利于落实新发展理念、融入地方区域经济发展、实现学校内涵式发展。发展规划的编制与实施工作事关学校的发展,需要全体教职员工的广泛参与,应规范编制工作程序,做好顶层设计,确定学校未来五年的发展理念、发展目标及重点任务,同时通过定性与定量相结合的原则,提出学校未来五年在事业规模、人才培养、学科建设、科学研究、师资队伍等方面的主要发展指标。
